To use Dev Mode, yes. A Dev seat is $12 a month on Professional billed yearly, or $15 monthly, and Full seats include Dev Mode. A free View seat still allows basic inspection such as measurements, copying code and exporting assets. Sketch lets unlimited viewers inspect designs for free.
Sketch's editor needs macOS Sonoma (14.0) or newer. People on Windows or Linux can use the Sketch web app in a browser to view, inspect and comment, and viewers are free. A Windows designer who needs to edit would need Figma.
